Moving your car to another state, or selling it to someone who lives outside Karnataka? You'll need an NOC — a No Objection Certificate — from your Bangalore RTO before you can do either. It's one of those steps people don't think about until they're already mid-move, so here's what it actually involves, explained simply.
What an NOC for car actually means
An NOC is your RTO confirming there's nothing pending against your car — no unpaid road tax, no open challans, no legal disputes. It's the RTO's way of saying "we have no objection to this car leaving our jurisdiction." You need one when:
You're permanently relocating to another state with your car
You're selling your car to a buyer who lives outside Karnataka
You're re-registering your car under a different state's RTO
How long is it valid?
Six months from the date of issue. You need to complete your car's re-registration at the new RTO within this window. Miss it, and the NOC simply expires — you'll have to apply for a fresh one from scratch.
Documents you'll need
Original Registration Certificate (RC)
Valid insurance certificate
Valid PUC certificate
Form 28 (application for NOC)
Chassis and engine pencil print
Latest road tax payment receipt
ID and address proof of the owner
Financier's consent letter, only if the car is still under loan
The step-by-step process
Here's how it works on the Parivahan portal:
Go to Vehicle Related Services and choose the online NOC application.
Select Karnataka and your specific RTO.
Enter your car's registration number and the last 5 digits of the chassis number.
Verify with an OTP sent to your registered mobile number.
Select "Application for No Objection Certificate" and fill Form 28.
Enter the state or RTO your car is moving to.
Upload scanned copies of your documents.
Pay the fee online — it's ₹100, plus any applicable additional charges.
Submit your application and download the acknowledgement receipt.
Visit your RTO with the physical documents and receipt for verification.
In Bangalore specifically, this can move quite fast — around 3 working days if your documents are clean and there are no pending dues. If there's a discrepancy or an active loan to clear first, it can stretch to a few weeks.
What can get your NOC rejected
Pending road tax
Unpaid traffic challans
Incorrect or mismatched vehicle details
Incomplete documents
The financier objecting, if your car is still under loan

Moving within Karnataka? You don't need a full NOC
If you're just shifting to a different RTO zone within Karnataka — say, from Koramangala to Electronic City — you don't need this full interstate NOC process. You'd apply for a Clearance Certificate (CC) from your current RTO instead, which is a simpler process meant specifically for in-state moves or sales.
FAQs
Do I need to be present at the RTO for my car's NOC? No, your documents can be submitted through a representative — physical presence isn't required.
What happens if my NOC expires before I re-register my car? You'll need to apply for a fresh NOC from the same RTO, going through the process again.
Can I get a road tax refund after moving my car to another state? Yes, once you've re-registered and paid tax in the new state, you can claim a pro-rata refund for the unused period from your original RTO.
