If you're moving your car or bike out of Bangalore to another state, you need a No Objection Certificate (NOC) from your RTO first. Here's what that actually means and how to get it, in plain language.
What is a vehicle NOC?
A vehicle NOC is basically your RTO saying "we have no objection to this vehicle moving elsewhere." It confirms there's no pending tax, no unpaid challans, and no criminal case linked to your vehicle. You need it in two situations:
You're moving to another state and taking your Bangalore-registered vehicle with you
You've sold your vehicle to someone who lives in a different state
If you're just moving within Karnataka, the requirement is smaller — you'd need a Clearance Certificate (CC) instead, but only for cars. Bikes can move freely within Karnataka RTOs without one.
Does the NOC expire?
No. A vehicle NOC doesn't have an expiry date. But you do need to re-register your vehicle at the new RTO within 30 days of getting it. Miss that window, and you're looking at a late fee of ₹300/month for bikes and ₹500/month for cars, plus interest on your road tax.
The official government process
Here's how it works through the official Parivahan portal:
Get a crime report for your vehicle from Bangalore traffic police (an online NCRB report alone isn't accepted).
Fill Form 28, with a pencil impression of your chassis number.
If there's a loan on the vehicle, get your bank NOC and Form 35 to clear the hypothecation first.
Clear any pending traffic challans.
Apply on the Parivahan portal under Vehicle Related Services → Application for NOC, entering your chassis number's last 5 digits.
Pay the fee online and take a printout of your application and receipt.
Submit the physical documents at your RTO.
The RTO checks your dues, ownership, and clearances, then issues the NOC.
Officially, this takes about a month, and a physical RTO visit is required — it isn't a fully online process.
