If you're moving your bike out of Karnataka, or selling it to someone in another state, you need a No Objection Certificate (NOC) from the RTO where your bike is registered. This is different from an RC transfer — an NOC clears your bike to be re-registered in a new state. Here's the full process, step by step, in simple terms.
When do you actually need an NOC for your bike?
You are shifting your bike to another state for more than a year
You are selling your bike to a buyer who lives in another state
Your bike has a loan (hypothecation), and the lender's NOC is also needed before the RTO NOC
One thing worth knowing: if you're only moving your bike within Karnataka, you generally don't need this NOC — it's mainly required for interstate moves.
Documents you'll need
Most of what the RTO asks for is stuff you probably already have at home. You'll need Form 28 filled out in 4 copies — this is the actual NOC application form — along with your bike's original RC, a valid insurance copy, and your PUC certificate. The RTO will also want a pencil impression of the chassis number (you can take this yourself with a pencil and plain paper, no need to pay anyone for it) and an address proof for wherever the bike is moving to.
One document people often forget is the police clearance or crime report for the vehicle — get this sorted early since it can take a few days on its own. And if there's still a loan running on the bike, you can't skip the lender — you'll need Form 35 plus a NOC from the bank or financier confirming the dues are fully cleared, before the RTO will even look at your file.
Step-by-step process
Go to the Parivahan Vahan portal and select the RTO where your bike is currently registered
Fill and submit Form 28, along with the chassis pencil print
Pay the NOC fee online — this is usually around ₹100, as per the Central Motor Vehicle Rules
Submit the physical documents at your RTO, along with the fee receipt
If there's a loan on the bike, first get the lender's NOC and Form 35 before applying at the RTO
The RTO verifies your documents, pending challans, and road tax status
Once approved, you receive the NOC — this usually takes about 3–4 weeks, and the NOC stays valid for around 6 months, giving you time to complete registration in the new state
What if your RTO doesn't respond?
If your current RTO doesn't issue the NOC within 30 days of your application, you can still move ahead. You can apply for re-registration at the new RTO using your Form 28 application copy and receipt, along with a declaration that your original RTO hasn't replied or rejected your request.
Common reasons NOC applications get delayed
Pending challans or unpaid road tax
RC that has expired and wasn't renewed first
Loan not fully cleared, or lender NOC missing
Mismatched chassis number impression
