What Is Form 28?

Form 28 is the RTO application used to get a No Objection Certificate (NOC) for your vehicle. You need it mainly when transferring vehicle ownership to someone in a different state, or when re-registering your vehicle in another state. The NOC confirms that your vehicle has no pending challans, unpaid road tax, theft cases, or legal disputes — which is why the new RTO requires it before accepting the registration.

Form 28 Structure

The form has three parts:

  1. Owner's details — filled by you, the registered owner, with vehicle and personal information.

  2. Financier's consent — filled only if the vehicle is under a loan, lease, or hypothecation agreement.

  3. RTO endorsement — filled by the Registering Authority, approving or rejecting the NOC.

How to Fill Form 28

  1. At the top left, write the address of the RTO from which you want the NOC.

  2. Below that, mention the Registering Authority where the vehicle will be transferred.

  3. If you're selling the vehicle, add the buyer's name, address, and state.

  4. Fill in your name, address, and father's or husband's name exactly as on your RC.

  5. Enter the vehicle's registration number, class, engine number, and chassis number.

  6. Mention how long you've stayed in the state and the date up to which road tax is paid.

  7. Answer the declaration questions on theft, pending cases, or legal disputes.

  8. If the vehicle is financed, the financier fills Part II and states approval or refusal.

  9. Sign and date the form before submitting it to your RTO.

How to Get the NOC

  1. Download and fill Form 28 as above.

  2. Attach supporting documents — RC copy, valid insurance, PUC certificate, and address proof.

  3. Submit the form and documents at your current RTO.

  4. The RTO verifies your vehicle records for pending dues or legal issues.

  5. Once cleared, the RTO issues the NOC, which you can then use with Form 27 (for relocating your own vehicle) or Forms 29 and 30 (for ownership transfer to a buyer in another state).
